Methods of issuing export and transit bills

Following the process of progressive digitalization of customs operations which will see the re-engineering of the method of issuing export and transit bills as the next step, from 7 November, customs export and transit declarations will have to be issued according to the new methods envisaged from reengineering.

 The new features announced can be summarized as follows:

• Completely digitalized conversation between economic operators and customs.

• The data transmission format will be xml and again through this format, in addition to the customs declaration, corrections and cancellations can be requested;

• The export customs declaration method, in addition to the standard presentation, may be to pre-declare the goods before presenting them to customs with a simplified declaration, which will then be followed by the final declaration;

• If necessary, the customs declaration can be presented piecemeal for each single customs item of the same shipment;

• The number of customs entries per single customs declaration may reach 999;

• However, it will no longer be possible to issue the export declaration combined with the transit and two separate customs operations will have to be carried out;

• Exports that group different consignors in a single declaration can no longer be issued.

The broadcast messages will be named B1 for export and re-export, B2 for refinement, B4 for special tax territories, C1 for simplified declaration and C2 for pre-declaration notification.

The communication messages will also change for transit and will be called D1 for transit, D2 for transit with reduced data and D4 for notification of presentation of goods with pre-declaration.
